A JavaScript rollover is a button or other navigational element that changes appearance when you place your cursor over it. It is used to indicate a link. Examples of rollovers can be seen everywhere on the web... generally as titles or buttons that change color when the cursor is "rolled over" it (hence the name rollover). A rollover really is to images - one that represents the "off" state of the button and one that represents the "on" state. Both image states are preloaded (downloaded at the same time) so you don´t have to wait for the "on" state to load everytime you rollover it. Many of the better web design software tools write this JavaScript for you (Dreamweaver and GoLive are two that do).
